Second Century Habitat Fund

The Second Century Working Lands Habitat Program is a pioneering initiative under Governor Kristi Noem’s Second Century Initiative, designed to enhance South Dakota’s wildlife habitat by providing a short-term, working lands conservation alternative to cropping marginal lands. Administered by the Second Century Habitat Fund Inc., a 501(c)(3) organization, this program encourages landowners to enroll less productive cropland—such as saline soils, moist areas, field edges, and other marginal lands—for a period of 5 or 10 years. These lands are then seeded with a mix of perennial grasses and forbs that provide crucial habitat for ground-nesting birds and forage for livestock, allowing for management through haying and grazing.

Participants in the program receive a one-time payment, ranging from $150 to $750 per acre, depending on location and contract length. In addition to the financial incentive, free seed is provided to establish high-quality habitat. Starting in the second growing season, enrolled lands can be hayed or grazed between August 1 and March 1, with haying limited to 50% of the acres each year or the entire acreage every other year.

While the program does not require enrolled lands to be open for public hunting, they are eligible for enrollment in South Dakota Game, Fish, and Parks’ Walk-In Area program. Landowners who opt into this program can receive a one-time signing bonus of $10 per acre, per year, alongside the annual access incentive payments.

With technical assistance available from Pheasants Forever and SD Game, Fish, and Parks habitat biologists, and resources like seed drills from local Conservation Districts, this program offers landowners a valuable opportunity to contribute to conservation efforts while enhancing the productivity and sustainability of their land.

Enrollment Focus

Contract Lengths and Payments

  • Participants can enroll land for 5 or 10 years.
  • West River Counties:
    • 5-year contract: $150/acre
    • 10-year contract: $450/acre
  • East River Counties (including Tripp, Lyman, and Gregory):
    • 5-year contract: $250/acre
    • 10-year contract: $750/acre
  • Participants will receive a one-time payment based on the contract length and location.

Seed Provision

  • Free seed mixes provided by the program, which include grasses and forbs that create high-quality wildlife habitat and livestock forage.
  • Seed will be shipped directly to participants after the agreement is executed.

Management Recommendations

    • Plant habitat adjacent to or near existing features like wetlands, woody habitat, or food plots to maximize benefits.
    • When haying, maintain a cutting height of 8 inches or higher to preserve nesting habitat.

Access and Incentives

  • Landowner Permission:
    • Hunting access on enrolled land is by landowner permission.
    • Participants in the SD Game, Fish, and Parks Walk-In Area program can receive an additional incentive of $10 per acre per year for the enrolled acres.

Support Available

  • Pheasants Forever and SD Game, Fish, and Parks habitat biologists are available to provide guidance.
  • Grass or no-till drills are available through most local Conservation Districts for seedbed preparation and planting.

Eligibility Requirements

  • Land Eligibility:
    • All cropland in South Dakota is eligible for enrollment.
    • The minimum planting area is 5 acres.
    • The maximum area per participant is 160 acres.
  • Hunting Access:
    • Participants must agree not to charge for hunting access on enrolled land.
    • Commercial fee hunting establishments are not eligible.
  • Haying and Grazing:
    • No haying or grazing is permitted until after August 1st of the second growing season.
    • Afterward, participants can hay 50% of the enrolled acres each year or the entire acreage every other year, between August 1 and March 1.
